Organizations in Colombia welcome U.S. experts to provide specialized, in-person consulting

Who is this program for?

Who is this call for applications intended for?

This call for proposals is open to Colombian organizations interested in hosting a high-level U.S. specialist for a period of 14 to 21 days to provide advice, training, or assistance in developing impactful projects.

Organizations eligible to participate include:

  • Higher Education Institutions (HEIs)
  • Consortia of Higher Education Institutions
  • Public entities
  • Research centers
  • Non-governmental organizations
  • Cultural institutions
  • Other organizations that promote education, research, and development in the country

Note: Projects at U.S. institutions or those based in the United States, as well as projects at for-profit companies or organizations such as corporations or businesses, are not eligible for funding.

The call for applications is open from August 26 to November 20, 2026.

Description of the exchange

The Fulbright U.S. Specialist Program supports organizations in Colombia in strengthening their mission-related processes and building capacity. Through this short-term visit, the Colombian institution benefits from the direct expertise of a U.S. professional or scholar, expanding its networks for technical and scientific cooperation.

Requirements and Required Documents

  • Online Application: Complete the application form for the Fulbright U.S. Specialist Fellowship—Class of 2027—in the “Applications” section of the MindaClient platform.
  • Letter of Commitment for Matching Funds: As part of the online application process, the institution must upload a letter in which it commits to covering the specialist’s expenses for lodging, local transportation, and meals during the period of their stay in Colombia, in accordance with the provisions of these Terms of Reference for the Call for Applications. The letter must specify how these per diem expenses will be provided to the U.S. specialist (in kind or in cash). The following link provides a Template for a Letter of Commitment for Counterpart Funding: It is important to note that this template is for reference only and should be adapted according to the number of days, the method of providing counterpart funding (in cash or in kind), and the specific conditions of the project.
  • The letter must be duly signed by a representative who has the legal authority to commit and manage the institution’s financial resources. The letter must be uploaded to the application platform before it is submitted, which must be done within the deadline specified in the call for applications.

Benefits and Terms of Funding

Contribution from Fulbright / U.S. Department of State:

  • Specialist’s daily fee.
  • International airline ticket between the United States and Colombia.
  • Basic Accident and Illness Program with Minimum Coverage (ASPE).
  • Comprehensive monitoring and support during the stay in Colombia.

Commitment on the part of the Host Institution:

  • Room and board in accordance with the minimum amounts specified in the call for applications.
  • Local transportation needed for the specialist during the course of the project activities.
  • Airport-to-hotel-to-airport transportation.

Implementation Schedule

  • Call for Applications Opens: August 26, 2026
  • Application deadline: November 20, 2026 (11:59 p.m. Colombia time)
  • Technical inspection: November–December 2026
  • Academic evaluation: January 2027.
  • Announcement of selected candidates: March 2027.
  • Project implementation in Colombia: From September 1, 2027, to May 30, 2028.

Results of the 2026–2027 Call for Applications

The Fulbright Commission in Colombia is pleased to announce the institutions selected for the 2026–2027 Fulbright U.S. Specialist Program.

Proposals were evaluated through a competitive process that considered criteria such as relevance, institutional impact, feasibility, and the potential to strengthen academic cooperation between Colombia and the United States.
